The program has been reopened, for a period of two years, on July 2nd 2026. Upon the reopening, MIFI provided additional and new information regarding eligibility and processing. To be allowed to apply, you have to have been eligible for the program on November 19, 2025, for one of the two streams: qualified worker or student.
For both streams, you need to prove a verbal french proficiency at level 7.
Student stream
Eligibility criteria:

Be legally in Québec at the time of application.

Hold an eligible diploma obtained within the last 36 months.

Have completed a full‑time study program at a Québec educational institution.

Have stayed in Québec for studies for at least half of the program.

Demonstrate written French proficiency at level 5 or higher on the Québec French scale.
Student stream best practices
French language proficiency
In some cases you may be able to avoid taking the french language test. If you take several tests to achieve the required proficiency, you can present a different test result for each proficiency category.
Timeline of your diploma
You must have completed your studies by November 19, 2025 and during the last 36 months starting the time of the application. You have to have received either a letter stating that your completed the program or your diploma.
Current status
You have to have a legal status in Québec at the time of the application. This can be a visitor, student or worker status. You have to intend to establish yourself as a worker in Québec.
Qualified worker stream
To qualify for the Québec Experience Program (PEQ), your work experience must:

Match an occupation in TEER categories 0, 1, 2, or 3 of the National Occupational Classification (NOC).

Have been legally performed in Québec.

Have been full‑time (minimum 30 paid hours per week).

Have been paid employment.
You must also be working in a job that meets these criteria at the time you submit your application, and you must have held such qualifying employment for at least 24 of the 36 months preceding your application.
Qualified worker stream best practices
Work conditions
Part time work experiences are not eligible. Interrupted full time work experiences are eligible. Maternity leave, paternity leave and health leave can be admissible if you have returned to work.
Current status
To be able to apply, you must currently reside in Québec and work under an eligible work permit. You need to continue to work for the duration of the treatment of your application.
NOC TEER
As long as you worked in NOC TEERS 0, 1, 2 and 3, you can combine different job descriptions.
