About the Service

The low-wage Labour Market Impact Assessment (LMIA) stream applies when employers offer wages below the provincial or territorial median wage. Employers must demonstrate a genuine labour shortage, pay a $1,000 processing fee per position, and comply with requirements for recruitment, housing, transportation, and health insurance. Caps limit the proportion of low-wage temporary foreign workers (TFWs) at a workplace, and applications may be refused in regions where the unemployment rate exceeds 6%.

Why choose this service?

Canadian employers who hire foreign workers must prove that they operate a legitimate business in good standing, that they are able to pay the offered wage, that they will provide the promised working conditions, and that they will keep accurate records for inspection.

These obligations apply to all hiring programs, whether they are based on an LMIA or are exempt. However, they do not apply when the employer hires a person who already holds an open work permit, such as a post-graduation work permit, a spousal open work permit, an International Experience Canada Working Holiday permit, or a bridging open work permit.
